30% Saudization Rule for 46 Engineering Professions Takes Effect in Saudi Arabia

RIYADH: Saudi Arabia has officially implemented a 30 percent Saudization requirement for engineering professions in the private sector, effective Tuesday, June 30, 2026.

The Ministry of Human Resources and Social Development (HRSD), in partnership with the Ministry of Municipalities and Housing, confirmed that the regulation applies to private-sector establishments employing five or more workers in the designated engineering occupations.

The policy covers 46 engineering professions, including architectural, electrical power, industrial, electronics, automotive, marine, and aerospace engineering. The affected positions require professional accreditation from the Saudi Council of Engineers.

Authorities have started monitoring private-sector establishments to ensure compliance with the new localization requirement. Businesses that fail to meet the regulation after the grace period ends will face the penalties specified under the applicable labor regulations.

The initiative is part of the government’s ongoing efforts to expand employment opportunities for Saudi engineering professionals and better align workforce localization with the evolving needs of the Kingdom’s labor market.
