70% Saudization Mandated for Project Management Jobs From February 2027

RIYADH — Saudi Arabia will begin implementing a 70 percent Saudization rate for project management professions in the private sector from February 14, 2027, the Ministry of Human Resources and Social Development announced on Sunday. The decision will be implemented in partnership with the Ministry of Municipalities and Housing.

The decision is part of the ministry’s ongoing efforts to localize specialized professions, empower Saudi talent, and increase the participation of Saudi citizens in the labor market, in line with the objectives of the Labor Market Strategy and Saudi Vision 2030.

Under the decision, a 70 percent Saudization rate will apply to project management professions at the entity level for all private sector establishments employing three or more workers in the targeted professions.

The professions covered by the decision include project management director, project management engineer, and project management specialist, in accordance with the Saudi Standard Classification of Occupations. The decision applies to all establishments falling within its scope, as detailed in the procedural guide.

The ministry has published the procedural guide on its website, outlining the professions covered by the decision, implementation mechanisms, methods for calculating the Saudization rate, and compliance requirements. The guide is intended to help employers and establishments understand the requirements and ensure compliance with the new regulations.

The decision is part of the Ministry of Human Resources and Social Development’s continued efforts, in cooperation with relevant supervisory bodies, to localize specialized professions and increase the participation of Saudi citizens in the labor market. These initiatives aim to strengthen national skills, improve labor market efficiency, and support the objectives of Saudi Vision 2030.
