Qiwa Allows ‘Absent’ Employees to Transfer Jobs After 12 Months in Saudi Arabia
RIYADH — The Qiwa platform, operated by the Ministry of Human Resources and Social Development, has clarified that employees whose status has been changed to “absent” due to an absence report, work interruption report, or termination of the contractual relationship may transfer their employment to another employer through Qiwa, provided they have spent more than 12 months in the Kingdom.
The new employer is required to pay any outstanding work permit fees associated with the employee. Qiwa also confirmed that employment contracts cannot be created through the platform for government employees until they complete the required clearance procedures and close their registration with the government entity through the Masar platform.
Qiwa further clarified that an employee may be excluded from an establishment if their status in Absher or Muqeem is recorded as “left and did not return” or “final exit.”
The platform noted that disputes between parties to an employment contract fall outside Qiwa’s jurisdiction. Such disputes can be handled through the Ministry of Human Resources and Social Development’s amicable settlement service or referred to the labor court.
Qiwa stated that users can access the platform through Nafath, while establishment managers can authorize other users through the “User Management” service. Authorized users can access the organization’s services according to the permissions assigned to them.
The platform emphasized that Qiwa is an electronic service and does not accept or validate paper documents. It also clarified that an establishment seeking to issue a work permit must not have remained in the red zone for eight consecutive weeks, except in the case of newly established companies.
