Maximum SR100,000 Penalty for Facilitating Unauthorized Entry into Makkah During Hajj

RIYADH: Saudi Arabia’s Ministry of Interior has announced that individuals who apply for any type of visit visa on behalf of people who perform or attempt to perform Hajj without an official permit, or who enter or remain in Makkah and the holy sites without authorization, may face fines of up to SR100,000.

The ministry stated that the financial penalty may increase depending on the number of individuals for whom visit visas were obtained and who are found to be in violation of the Hajj regulations.

Officials urged both Saudi citizens and residents to comply with the rules governing the 2026 Hajj season and to cooperate with the relevant authorities in supporting the safety, security, and orderly management of pilgrims. The ministry also emphasized that violations of these regulations may result in legal penalties under the applicable laws.

In addition, the public was encouraged to report any suspected violations by calling 911 in the regions of Makkah, Madinah, Riyadh, and the Eastern Province, while 999 should be used in all other areas of the Kingdom.
