Saudi Arabia Launches National Framework for Responsible AI Adoption

RIYADH — Saudi Arabia has introduced a National Artificial Intelligence Risk Management Framework to help government agencies and private organizations adopt AI technologies in a safe, transparent, and responsible manner. The initiative was launched by the Saudi Data and Artificial Intelligence Authority (SDAIA) as part of the Kingdom’s Vision 2030 digital transformation strategy.

The framework provides a unified national approach for identifying, assessing, managing, and continuously monitoring risks associated with artificial intelligence systems. It is intended to serve as a practical guide for organizations implementing AI across different sectors.

According to SDAIA, AI technologies present unique challenges that differ from traditional software. Unlike conventional systems, AI models can evolve over time, produce unexpected outcomes, and sometimes make decisions that are difficult to explain or reproduce. These characteristics require specialized risk management practices.

The framework follows a structured four-stage lifecycle that includes defining the project scope, identifying potential risks, assessing and treating those risks, and maintaining continuous monitoring to ensure AI systems remain reliable throughout their operation.

To help organizations evaluate AI systems consistently, SDAIA has introduced a standardized risk assessment model that measures both the likelihood and potential impact of identified risks. This enables institutions to prioritize issues and implement appropriate mitigation measures.

The national framework is built around seven guiding principles that promote responsible AI development and use. These include integrity and fairness, privacy and security, human-centered design, reliability and safety, transparency and explainability, accountability, and delivering positive social and environmental outcomes.

SDAIA has also categorized AI risks into seven major groups to ensure organizations conduct comprehensive assessments without overlooking critical areas. In addition, the framework includes a practical case study demonstrating how a government organization could apply the risk management process while using AI to prepare internal reports.

The authority said the initiative reflects Saudi Arabia’s ongoing commitment to encouraging responsible AI innovation while supporting organizations in adopting advanced technologies safely and effectively as the Kingdom continues to expand its digital economy.
